Meet Our Management Team
Thomas Tapscott, Assistant Director

I hold an Associate’s Degree in Early Childhood Education and have spent many years working with children, from volunteering in my community to serving in multiple roles here at Children’s Village. I’ve been with CV for 5 years, and in that time have been a preschool teacher, ECEAP teacher, school-age center coordinator, and now early learning center assistant director. I love working here because, even though many children and families face challenges, I see genuine kindness and dedication from our staff every day. This team consistently shows up with compassion and a true desire to support the children in our care. That commitment is what makes this work meaningful. I have the privilege of supporting and mentoring staff so they feel confident in providing environments where children feel safe, cared for, loved and valued. I am proud to be part of this community and look forward to continuing to help it grow.
Kate Hale, M.Ed, Education Coordinator

I have 28 years of service at Children’s Village. I have a deep commitment to supporting children and families through education, advocacy, and trauma-informed practice. I hold a Bachelor’s degree in Human Development and a Bachelor’s degree in Child and Family Studies, providing me with a strong foundation in understanding the social, emotional, and developmental needs of children. I also earned a Master’s degree in Education with a focus on Trauma and Resilience, as well as a Master’s degree in Elementary Education. With over three decades of experience, I bring extensive knowledge, compassion, and leadership to my role. I’m passionate about working with early learning professionals in creating supportive learning environments that foster growth, resilience, and academic success for every child we serve. When I’m not at work, I enjoy travel, the beach, game nights and time with my family.
Tori Garrow-Roberts, BBA, Managing Director

With over 25 years of experience in early childhood education and management, I’m passionate about creating a fun and safe environment for kids. I graduated from Clark College with a degree in Early Childhood Education, and from Warner Pacific with a BA in Business Administration, and have picked up some great training in early learning curriculum, staff development and program management along the way. At Children’s Village, I’m proud to lead an amazing team that’s all about fostering creativity and building strong foundations for every child’s future. I believe that working closely with families and our community is key to helping kids thrive. I’m also involved with the DCYF to advocate for early childhood education and make a positive impact. When I’m not at work, you can find me at my son’s baseball games, baking, or crafting, which helps me stay energetic and inspired in everything I do for children and families here at Children’s Village.
Justice Iverson-Seeman, School-Age Director

Every morning is a “Wonderful Good Morning” at the School Age Center. I was always interested in being a teacher and being in the education field, wanting to teach art and related crafts to the next generation. I was a bus monitor for my local school district in Southern California, helping special needs students from home to school. I helped the students learn drawing skills on the bus and talked with them about games and daily life. Fast forward to 2020, I had an opportunity move to the Pacific Northwest. I found an ad for an assistant teacher at Children’s Village. I fell in love with the crew, the kids, and the goal of Children’s Village. Two years later I was the Assistant Director for the School-Age program and now the Director. I love every day and am always looking to give a “Wonderful Good Morning”, even in the late evening.
Amber Lloyd, Center Director

I’ve worked in early childhood education for over a decade. I hold an AA in Early Childhood Education. I started as a Preschool Teacher, moved to Early Head Start infant teacher, then grew into leadership roles where I’ve served as an assistant director and now center director. In each of these roles, I’ve been able to support children, families, and educators. I truly love being part of the Children’s Village. This community feels like a family. I’m grateful for the opportunity to support our teachers and help create a safe, nurturing place where children can learn, grow, and feel loved. Building strong relationships with families is incredibly important to me, and my goal is always to be approachable, supportive, and someone you can trust with your child’s care. I look forward to partnering with you and supporting your family here at Children’s Village.
